Lucienne Pears is Vice President of Economic and Business Development for Kitson & Partners at Babcock Ranch, America’s first solar-powered town and a globally recognized model for sustainable community development. She leads efforts to attract innovative employers that create high-quality career opportunities while advancing initiatives in construction innovation, health and wellness, education, mobility, and sustainability. Lucienne holds a bachelor’s degree in Geography with a concentration in Urban and Regional Planning from Salisbury University. After beginning her career in environmental planning, she relocated to Florida and spent nearly a decade consulting with civil engineering firms on land use entitlement, construction, acquisition, and development projects throughout Southwest Florida. In 2010, she transitioned into economic development with Charlotte County, later serving as Director and reporting directly to the Board of County Commissioners. During her tenure, she was twice named one of the Top 50 Economic Developers in North America by Consultant Connect and recognized as a Florida Trend Person to Watch. Her leadership helped secure more than $2 billion in capital investment, $3.2 million in infrastructure grants, and multiple awards from the FEDC, SEDC, and IEDC. Since joining Kitson & Partners in 2019, Lucienne has played a key role in launching Babcock Ranch’s Innovation Neighborhood, a 25-acre living laboratory designed to accelerate sustainable practices in the built environment. She remains actively engaged in initiatives positioning Southwest Florida as a hub for business, education, and innovation.
